1. PURPOSE
This Instruction cancels reference (a) and implements procedures in accordance with References
(b), (c), and (d) for the administration of the Enlisted Personnel Management System (EMPS).
2. APPLICABILITY
This Instruction applies to the Military Departments (including the U.S. Coast Guard when it is
not operating as a Military Service of the Department of the Navy by agreement with the
Secretary of Homeland Security). The term “Military Services,” as used herein, refers to the
Army, the Navy, the Air Force, and the Marine Corps.
