LOBAL HEALTH ENGAGEMENT (GHE) ACTIVITIES

Defense for Policy
Purpose: In accordance with the authority in DoD Directive (DoDD) 5111.1 and the November 30,
2006 Deputy Secretary of Defense Memorandum, this issuance:
• Establishes policy, assigns responsibilities, and prescribes procedures for the conduct of GHE
activities with partner nation (PN) entities.
• Establishes the DoD GHE Council, and prescribes Council functions, responsibilities, membership,
and procedures.
• Establishes the definition for GHE and is distinguished from the Global Health definition in
accordance with the May 15, 2013 DoD GHE policy guidance; integrates health engagement language
in the GHE definition consistent with Section 715 of Public Law 112-239.
