This instruction implements Air Force Policy Directive 64-1, The Contracting System, as well as
portions of Department of Defense Instruction (DoDI) 3020.41, Operational Contract Support
(OCS), Chairman of the Joint Chiefs of Staff Manual (CJCSM) 4301.01, Planning Operational
Contract Support, and Joint Publication 4-10, Operational Contract Support. It provides
guidance and procedures to Senior Contracting Officials (SCOs), Air Component Commands,
and Contingency Contracting Officers (CCOs) on how to plan and execute certain aspects of
Operational Contract Support (OCS), emergency and contingency operations, and supporting
joint operations. This document is applicable to all Regular Air Force, United States Space
Force (USSF), Air Force Reserve and Air National Guard units; serving under Title 10 United
States Code orders. Ensure all records created as a result of processes prescribed in this
publication are maintained in accordance with Air Force Instruction 33-322, Records
Management and Information Governance Program, and disposed of in accordance with the Air
Force Records Disposition Schedule located in the Air Force Records Information Management
System. Refer recommended changes and questions about this publication to the OPR listed
above using the Adopted Forms AF Form 847, Recommendation for Change of Publication;
route AF Form 847 from the field through the appropriate chain of command. This publication
may be supplemented at any level, but all supplements must be routed to the Office of Primary
Responsibility (OPR) listed above for coordination prior to certification and approval. The
authorities to waive wing/unit level requirements in this publication are identified with a Tier
(“T-0, T-1, T-2, T-3”) number following the compliance statement. See Air Force Instruction 33-
360, Publications and Forms Management, for a description of the authorities associated with
the Tier numbers. Submit requests for waivers through the chain of command to the appropriate
Tier waiver approval authority. The use of the name or mark of any specific manufacturer,
