This instruction implements Air Force Policy Directive (AFPD) 71-1, Criminal Investigations and
Counterintelligence; Department of Defense Instruction (DoDI) 2000.26, Suspicious Activity
Reporting (SAR); DoDI 5505.15, DoD Contractor Disclosure Program; DoDI 5505.16, Criminal
Investigations by Personnel Who Are Not Assigned to a Defense Criminal Investigative
Organization; DoDI 5505.19, Establishment of Special Victim Investigation and Prosecution
(SVIP) Capability within the Military Criminal Investigative Organizations (MCIOs). It applies to
Regular Air Force, Air Force Reserve (AFR) Units, the Air National Guard (ANG) and the Civil
Air Patrol performing an Air Force assigned-mission. This publication requires the collection and
or maintenance of information protected by the Privacy Act (PA) of 1974. The authority to collect
and or maintain the records prescribed in this publication is Title 5 United States (US) Code
Section 552a, Records maintained on individuals. The applicable System of Records Notices
