This volume implements Air Force Policy Directive (AFPD) 71-1, Criminal Investigations and
CI, and provides guidance for conducting counterintelligence activities. It further implements
requirements as identified in DoD Instruction S-5105.63, Implementation of DoD Cover and Cover
Support Activities; DoDD 5240.01, DoD Intelligence Activities; DoD Instruction S-5240.09,
Offensive Counterintelligence Operations (U); DoD Instruction 5240.22, Counterintelligence
Support to Force Protection; DoD Instruction S-5240.23, Counterintelligence (CI) Activities in
Cyberspace (U); DoD Instruction O-5240.24, Counterintelligence (CI) Activities Supporting
Research, Development, and Acquisition (RDA); and DoD Instruction 5240.26, Countering
Espionage, International Terrorism, and the Counterintelligence (CI) Insider Threat. This
publication applies to Regular Air Force, Air Force Reserve Units, the Air National Guard, and
the Civil Air Patrol performing an Air Force assigned-mission.
Failure to observe the prohibitions and mandatory provisions of this instruction in Chapter 3 by
military personnel is a violation of Article 92, Failure to Obey Order or Regulation, Uniform Code
of Military Justice. Similarly, failure to observe the prohibitions and mandatory provisions of this
instruction in Chapter 3 by civilian employees may result in administrative disciplinary action
under applicable civilian personnel instructions without regard to otherwise applicable criminal or
civil sanctions for violations of related laws. The authorities to waive wing/unit level requirements
in this publication are identified with a Tier (“T-0, T-1, T-2, T-3”) number following the
