This publication implements Air Force Policy Directive (AFPD) 11-2, Aircrew Operations, and
supports Air Force Instruction (AFI)/Air Force Manual (AFMAN) 11-2AE Vol 3, Aeromedical
Evacuation (AE) Operations Procedures. It establishes procedures and guidance for the basic
aeromedical evacuation configurations for C-130, C-17, KC-135, and C-21 aircraft to safely and
successfully accomplish their worldwide Aeromedical Evacuation missions. This is a specialized
publication intended for use by airmen who have graduated from technical training related to this
publication. It applies to individuals at all levels who are involved with Aeromedical Evacuation
operations, including the Air Force Reserve (AFR) and Air National Guard (ANG), except where
noted otherwise. This AFMAN may be supplemented at any level, but all supplements must be
routed to Office of Primary Responsibility (OPR) of this publication for coordination prior to
certification and approval. Refer recommended changes and questions about this publication to the
OPR using the AF Form 847, Recommendation for Change of Publication; route AF Forms 847
from the field through the appropriate functional chain of command. The authorities to waive
wing/unit level requirements in this publication are identified with a Tier (“T-0, T-1, T-2, T-3”)
number following the compliance statement. See AFI 33-360, Publications and Forms
Management, for a description of the authorities associated with the Tier numbers. Submit
requests for waivers through the chain of command to the appropriate Tier waiver approval
authority, or alternately, to the requestor’s commander for non-tiered compliance items. Ensure
