This manual implements Air Force Policy Directive (AFPD) 11-2, Aircraft Operations, and
AFPD 11-4, Aviation Service. This publication applies to the Regular Air Force, the Air Force
Reserve, and the Air National Guard. This instruction requires the collection and or maintenance
of information protected by 5 United States Code (U.S.C.) § 552a, The Privacy Act of 1974. The
authorities to collect or maintain the records prescribed in the publication are Title 10 United
States Code § 9013, Secretary of the Air Force; and Executive Order 13478, Amendments to
Executive Order 9397 Relating to Federal Agency Use of Social Security Numbers. The

publication to the Office of Primary Responsibility (OPR) using the Air Force (AF) Form 847,

coordination. This publication may be supplemented at any level, but all supplements must be
routed to the OPR of this publication for coordination prior to certification and approval. The
