This publication implements Air Force Policy Directive (AFPD) 11-2, Aircrew Operations, and is
consistent with AFPD 11-4, Aviation Service; and Air Force Manual (AFMAN) 11-202 Volume
2, Aircrew Standardization and Evaluation Program. It establishes the minimum Air Force
standards for qualifying and evaluating personnel performing duties in the E-11. This manual
specifically addresses and applies to evaluations certifying pilots for operations. This publication
applies to military and civilian members of the Regular Air Force. This publication does not apply
to the Air Force Reserve, Air National Guard or the United States Space Force (USSF).
AF/Directorate of Operations (AF/A3) is the approval authority for changes to this manual. This
Instruction requires the collection and or maintenance of information protected by the Privacy Act
of 1974 authorized by Department of Defense Directive (DoDD) 5400.11, DoD Privacy Program.
