This volume implements Air Force Policy Directive (AFPD) 11-2, Aircrew Operations, AFPD 11-
4, Aviation Service, and references AFI 11-200, Aircrew Training Standardization/Evaluation, and
General Operating Structure, and AFI 11-202V2, Aircrew Standardization/Evaluation Program.
It establishes the minimum Air Force standards for qualifying and evaluating personnel performing
duties in the RQ-4 and EQ-4. It applies to all USAF active duty and Air Force Reserve personnel
who operate USAF RQ-4 or EQ-4 air vehicles. This publication does not apply to the Air National
Guard.
This publication requires the collection and or maintenance of information protected by the Privacy
Act (PA) of 1974. The authorities to collect and or maintain the records prescribed in this
publication are Title 10 United States Code, Chapter 857 and Executive Order 9397, Numbering
System for Federal Accounts Relating to Individual Persons, 30 Nov 1943. Forms affected by the
PA have an appropriate PA statement. System of Records Notice F011 AF XO A, Aviation
Resource Management System (ARMS) covers required information. The authority for
maintenance of ARMS is Title 37 U.S.C. 301a (Incentive Pay), Public Law 92-204, Section 715
(Appropriations Act for 1973), Public Laws 93-570 (Appropriations Act for 1974), 93-294
(Aviation Career Incentive Act of 1974), and Executive Order 9397 as amended by Executive
