This manual implements Department of the Air Force Policy Directive (DAFPD) 11-2, Aircrew
Operations; and is consistent with DAFPD 11-4, Aviation Service, and Air Force Manual
(AFMAN) 11-202V3, Flight Operations. It establishes the framework for conducting safe flight
operations for all Air Force Materiel Command (AFMC) units, Defense Contract Management
Agency (DCMA) units pursuant to Air Force Instruction (AFI) 10-220, Contractor’s Flight and
Ground Operations, Contractors conducting flight operations under United States Air Force
service guidance, and Air Force Reserve units operating under AFMC flight operations authority.
It applies to all civilian employees and uniformed members of the Regular Air Force and the Air
Force Reserve supporting AFMC flight operations. It does not apply to the Air National Guard
or the United States Space Force. This manual requires the collection and or maintenance of
information protected by Department of Defense (DoD) Instruction 5400.11, DoD Privacy and
Civil Liberties Programs. The applicable System of Records Notice (SORN) F011 AF XO A,
Aviation Resource Management Systems (ARMS), is available at
http://dpclo.defense.gov/Privacy/SORNs.aspx. Ensure all records created as a result of
processes prescribed in this publication are maintained in accordance with AFI 33-322, Records
Management and Information Governance Program, and disposed of in accordance with the Air
Force Records Disposition Schedule located in the Air Force Records Information Management
System. Refer recommended changes and questions about this publication to the office of
primary responsibility (OPR) listed above using the Air Force Form 847, Recommendation for
