This manual implements Air Force Policy Directive (AFPD) 51-5, Administrative Law, Gifts, and
Command Relationships, and provides instructions for conducting administrative discharge boards
and boards of officers proceedings authorized by AFPD 36-32, Military Retirements and
Separations, Air Force Instruction (AFI) 36-3206, Administrative Discharge Procedures for
Commissioned Officers, AFI 36-3207, Separating Commissioned Officers; AFI 36-3208,
Administrative Separation of Airmen, and AFI 36-3209, Separation and Retirement Procedures
for Air National Guard and Air Force Reserve Members. This publication applies to members of
the Regular Air Force (RegAF), Air Force Reserve (AFR) and Air National Guard (ANG), as well
as cadets at the United States Air Force Academy being discharged for serious misconduct. Even
when not specifically made applicable, this manual may be used as a general guide for boards
authorized by another publication. In case of a conflict between the provisions of this manual,
when made applicable, and the provisions of the specific instruction authorizing the board, the
latter will govern. The authorities to waive wing/unit level requirements in this publication are
identified with a Tier (“T-0, T-1, T-2, T-3”) number following the compliance statement. See AFI
33-360, Publications and Forms Management, for a description of the authorities associated with
the Tier numbers. Submit requests for waivers through the chain of command to the appropriate
Tier waiver approval authority, or alternately, to the requestor’s commander for non-tiered
compliance items. This Manual requires the collection and or maintenance of information
protected by the Privacy Act of 1974 authorized by Title 10 United States Code (U.S.C.), Section
