SUBJECT: Department of the Air Force Guidance Memorandum to Air Force Manual (AFMAN)
65-116 Volume 1, Defense Joint Military Pay System Active Component (DJMS-AC)
Financial Management Flight (FMF) Procedures
By order of the Secretary of the Air Force, this Department of the Air Force Guidance
Memorandum immediately changes AFMAN 65-116 Volume 1, Defense Joint Military Pay System
Active Component (DJMS-AC) Financial Management Flight (FMF) Procedures. This publication is
applicable to the entire DAF, including all uniformed members of the Regular Air Force (RegAF), United
States Space Force, Air Force Reserve, and the Air National Guard serving under the provisions of Title
10 United States Code (USC) or full-time under Title 32 USC. Compliance with this memorandum is
mandatory. To the extent its directions are inconsistent with other Air Force publications the information
herein prevails, in accordance with DAFI 90-160, Publications and Forms Management. AFAFO ensure
all records created as a result of processes prescribed in this publication are maintained in accordance
with AFI 33-322, Records Management and Information Governance Program, and disposed of in
accordance with the Air Force Records Disposition Schedule (RDS) located in the Air Force Records
Management System.
The specific changes to AFMAN 65-116 Volume 1 are to incorporate changes to procedures used
in performance of processing military pay affecting transactions for Department of the Air Force service
members updated payment procedures for Death Gratuity and Arrears of Pay for deceased service
members updated regulation references to remove outdated Joint Travel Regulations (JTR) references.
This memorandum becomes void after one-year has elapsed from the date of this memorandum,
or upon publication of interim change or rewrite of AFMAN 65-116 Volume 1, whichever is earlier.
