This supplement implements the policy of Department of Defense (DOD) Directive 5105.83, National Guard
Joint Force Headquarters – State (JFHQ-State), January 5, 2011 incorporating Change 2, March 31, 2020.
Department of the Air Force (DAF) supplementary material is printed in boldface type and indicated by
“(Added)(DAF).” This supplement describes Department of the Air Force responsibilities under the directive
and establishes Department of the Air Force requirements to support National Guard JFHQ-State. It applies to
the Department of the Air Force, including the Air National Guard (ANG). Ensure all records generated
as a result of processes prescribed in this publication adhere to Air Force Instruction (AFI) 33-322,
“Records Management and Information Governance Program,” 23 March 2020; Change 1, 28 July
2021 and are disposed in accordance with the Air Force Records Disposition Schedule, which is located
in the Air Force Records Information Management System. Refer recommended changes and questions
about this publication to the office of primary responsibility (OPR) using the DAF Form 847,
Recommendation for Change of Publication. Route DAF Forms 847 received from the field through
the appropriate functional manager’s chain of command.
SUMMARY OF CHANGES
This rewrite of AFPD 90-19 responds to DoDD 5105.83 Change 2 dated March 31, 2020, and
subsequent updated references as listed in Enclosure 1.
