This Supplement is required to implement the existing Department of Defense Instruction
(DoDI) 5111.19 Section 1206 Global Train-and-Equip Authority. This Supplement provides
guidance and directive requirements for the Air Force to address the section 2282 Global
Train-and-Equip authority, which repealed and replaced section 1206 in the Fiscal Year
(FY) 2015 National Defense Authorization Act (NDAA) and for those legacy programs for
which Section 1206 was the legal authority. There is currently no plan to update DoDI
5111.19 Section 1206 Global Train-and-Equip Authority, however, DoD and USAF guidance
for 10 U.S.C. 2282, which repealed and replaced section 1206 remains applicable to those
legacy programs for which section 1206 provided the legal basis.
The Department of the Air Force shall organize, train, equip, and provide air, space, and
cyberspace forces for the conduct of prompt and sustained combat operations, military
engagement, and security cooperation in defense of the Nation, and to support the other
Military Services and joint forces. The US Air Force contributes unique service capabilities
to the joint force commander through security cooperation and section 2282 Global Train-
and-Equip authority. Original DoD text appears in regular font and added Air Force (AF)
