This publication implements Air Force Policy Directive (AFPD) 21-2, Munitions, and is consistent
with AFPD 13-5, Air Force Nuclear Mission. It provides Air Force aircraft armament systems
management and loading standardization and evaluation program policies to be applied at the
tactical, operational and strategic levels, in peacetime and wartime. This publication applies to the
Regular Air Force, the Air Force Reserve, the Air National Guard, and those with a contractual
obligation to abide by the terms of Department of the Air Force (DAF) issuances. This publication
does not apply to the United States Space Force. Supplements must identify required deviations
(applicability, variance, and/or differences in organizational placement of
responsibilities/processes) on the supplement with the abbreviation “(DEV)” directly preceding
the affected paragraph number. Only supplements and addendums containing deviations must be
submitted to Headquarters Air Force, Logistics, Engineering and Force Protection, Directorate of
Logistics, Nuclear Weapons, Missiles and Munitions Division (AF/A4LW) for approval. The
authorities to waive wing/unit level requirements in this publication are identified with a Tier (“T-
0, T-1, T-2, T-3”) number following the compliance statement. See Air Force Instruction (DAFI)

Processes and Procedures for a description of the authorities associated with the Tier numbers.
Submit requests for waivers through the chain of command to the appropriate Tier waiver approval
authority, or alternately, to the requestors commander for non-tiered compliance items. MAJCOM-
directed supplements to this publication must be routed to the Office of Primary Responsibility
(OPR) of this publication for coordination prior to certification and approval. Units below
MAJCOMs should publish a supplement to this publication. Ensure all records generated as a
