This instruction implements Department of Defense (DoD) Directive (DoDD) 4650.1, Management and
Use of the Radio Frequency Spectrum, June 24, 1987; Department of Commerce (DoC), National Tele-
communications and Information Administration (NTIA) Manual of Regulations and Procedures for
Federal Radio Frequency Management (NTIA Manual), January 2000, w/May and September 2000
Revisions; Air Force Policy Directive (AFPD) 33-1, Command, Control, Communications, and Computer
(C4) Systems; and the procedures established by the United States Military Communications-Electronics
Board (USMCEB). Air Force Manual (AFMAN) 33-120, Radio Frequency (RF) Spectrum Management,
provides supporting material. It identifies responsibilities for Air Force management of the RF spectrum
and provides procedures for implementing its use. The Annual Trunking Usage Report requirement in this
publication, paragraphs 1.5.1.1.14. and 1.5.5.16., is exempt from licensing in accordance with Air Force
Instruction (AFI) 33-324, The Information Collections and Reports Management Program; Controlling
Internal, Public, and Interagency Air Force Information Collections. Refer technical questions on the
content of this instruction to the Air Force Frequency Management Agency (AFFMA/SCX), 2461 Eisen-
