establishestoplevelresponsibilitiesfortheServicesandDoDAgencies.
ThisupdatemakesmandatorythepreviousDoDguidanceforassessment
offoreignMilitaryAirworthinessAuthorities(MAAs)and
addressesflight
onotherU.S.Gov’tagencyaircraft.Theremainingchangesareadminis‐
trativeinnature,e.g.,“airworthinessapprovals”replaces“airworthiness
certifications”.
UnderSecretaryofDefenseMemorandumonFlightinForeign‐Owned
AircraftImplementationGuidance,dated26Oct2014.Whilethishas
existedforoverayear,itseems
pertinenttoshare,asitisadirectproduct
oftheDODD5030.61.Thismemorandumstandardizesguidanceforthe
ServicesonthestepstoaddressAWforflight,asapassengeroraircrew,
onaforeignownedmilitaryaircraft.Ideally,USMilitaryAWofficeswillbe
fundedtoassess
ForeignMAAprocessesforequivalencytoUS.However,
ifanMAAisn’tassessed,butflightisnecessary,theoperatingcommand
willmakearequesttooneoftheAWoffices.Inturn,theoperationalcom‐
mandwillreceivealetter(statingthattheMAAhasnotbeenevaluated
and
anindependentassessmentcan’tbeaccomplishedinthedesired
timeframe);alongwithanoperationalappraisalchecklist.Completionof
theoperationalappraisalprovidesinsightintotheAWrisksofflightwith
thatnation;andtheresultsarefactoredintothecommand’soperational
riskassessment.Note:TheTri‐ServiceAWAuthoritieshave
collaborated
ontheAWpackage,soresponsesarecommonforallServices.

DODD5030.61requirementsareenactedthroughtheTAAcomponent.
