System
is
an
information
distribution
system
designed
to
disseminate
timely
occasional
papers,
The
goal
of
the
system
is
to
foster
discussion
and
O-
development
of
ideas
by
ensuring
widespread
distribution
of
papers
dealing
with
mobilization
and
military
and
industrial
preparedness
issues.
IDEAS
System
products
are
disseminated
in
three
formats:
1.
The
MCDC
Catalyst
products
are concise
treatments
of
ideas
designed
to
stimulate
further
analysis
and
development.
They
are
distributed
to
Department
of
Defense
agencies
only.
2.
The
MCDC
Provocateur
series
is
identical
to
the
Catalyst
but
designed
for
governmental,
industrial,
and
academic
audiences.
Provocateur
distribution
is
made
to
all
individuals
and
organizations
on
the
Catalyst
mailing
list
in
addition
to
industrial,
academic,
and
%
non-Department
of
Defense
organizations of
the federal
government.
3.
More
detailed
materials
such
as
reports, monographs,

proceedings,
articles,
and
the
like
are
titled
according
to
the
materials
distributed,
e.g.,
MCDC
Study,
MCDC
Proceedings,
MCDC
Monogra-
ph.
These
materials
are
distributed
to
individuals
and
organizations
interested
in
the
subject
matter
of
the
material.
The
materials
distributed
by
the
IDEAS
System
are
for
t
information
to
foster
discussion
of
ideas.
Opinions,
conclusions,
and
recommendations
expressed
or
implied
are
solely
those
of
the
authors
and
do
not
necessarily
represent
the
views
or
policies
of
the
Mobilization
Concepts
Development
Center,
the
National
Defense
University,
the
Department
of
Defense,
or
any
other
government
agency.
