Purpose: In accordance with the authority provided the DoD Chief Information Officer (CIO) in DoD
Directive (DoDD) 5144.02, this issuance establishes policy, assigns responsibilities, and provides
procedures for:
Periodically reviewing waveforms as they mature to evaluate the capabilities’ interoperability,
security, reusability, exportability, and operational value for DoD use.
Fostering innovation by creating a process that allows waveform developers, in coordination with a
Lead Military Service or Sponsor, to submit conceptual waveforms for analysis and recommendations
before either the developer or DoD make significant investments in duplicative capabilities.
