4. BACKGROUND.
Airborne VHF ccrmnunications sysm and equipmt have
becane nYlre canplex over the last several years, using digital data
applications and caquterized equiprrvtnt and control. There has also been
an increase in the use of select calling and digital data link
applications,
in addition to mandatory air traffic oontrol air-to-ground
voice carcanunicaticn. Tomeetthesedevelopments, theRadio Technical
Camksion for Aercnautks (RICA) E-148 ccmnittee has presented
reccsrmekiations to cover performance and wtibility for the -wider
variety of VHE' munications equipment being installed. Existing .
technicalstandardorderdesign standads form catununications equiment
and for substitute equip-t (AC 2004L9, Substitute Technical Standard
-Order Aircraft Equipment) are still applicable for specific systems and
should be referred to for guidance.
5. ACCEEEU3LEME&NSOFC@SPLIANCE. An acceptable means of ccxnpliance with
the regulations referenced in paragra@ 3, as they apply to the functiming
of airbbrne VHF crarmunications equipqt provided for use under IFR
carditions, is to satisfy the criteria set forth in Sectim 3 of REA
Dcxmt ~0-186, "Minimum 0perational Performxxe Standards for Airborne
Radio C -ications EQuiment Operating Within the Radio Frequency Range,
