This manual is not intended to stand alone – readers are strongly
encouraged to become familiar with the Joint Requirements Oversight
Council (JROC) Charter and JCIDS Instruction, Reference [1] before
reviewing this manual.
Purpose.
This manual provides detailed guidance to implement the Joint
Capabilities Integration and Development System (JCIDS) to:
Enable the Joint Requirements Oversight Council (JROC) to fulfill its
statutory responsibilities to the Chairman of the Joint Chiefs of Staff (CJCS) as
outlined in Reference [2]. These responsibilities include assessing joint military
capabilities, and identifying, approving, and prioritizing gaps in these
capabilities, to meet applicable requirements in the National Defense Strategy
(NDS). It provides detailed guidelines and procedures for the JROC to execute
robust joint capability portfolio management, to include the staffing procedures
for review and validation of JCIDS documents submitted by the Combatant
Commanders, Services and other components.
Enable the Combatant Commands (CCMDS), Services and other
components to facilitate timely and cost-effective development of capability
solutions for the warfighter. These activities include transitioning to using
digital modernization capabilities to assess missions, functions and tasks in
the context of the threat to mission capability, interoperability with mission
partners and survivability in the intended operational environment for
effectively identifying Capability Requirements (CR), and to conduct holistic
capability portfolio management for informing senior leader decision-makers
orchestrating the fielding of integrated warfighting capabilities that achieve and
maintain an operationally relevant advantage over adversary capabilities.
These digital modernization capabilities would enable requirements to
effectively influence the Analysis of Alternatives (AoA), Research and
Development (R&D), acquisition source selection, and resourcing to prevent
fielding of capabilities so foundationally flawed it would be inconceivable the
