Facing Future Challenges: A Transformational Roadmap for India’s Military Strategy
Abstract:
What are the current problems in India’s national security agencies and how are they best
addressed? This essay begins with a short description of issues that should ideally concern its
military and the national security establishment. It then argues that if India has to realize its
self-professed role as a global power, loosely defined, then it needs major institutional
reforms in its national security agencies. Some of these suggested reforms are then briefly
described. However it also acknowledges that military reforms are futile without
corresponding changes in other institutions including Home, External Affairs and even
governance structures. Above all else what is necessary is an attitudinal shift towards
national security.
