This publication provides the reference for competency modeling and augments Air Force Policy
Directive (AFPD) 36-26, Total Force Development, and Air Force Instruction (AFI) 36-2670,
Total Force Development. This publication provides information and instructional material on how
and when competency models are planned, built, and executed in support of the United States Air
Force mission. This publication applies to all civilian employees and uniformed members of the
Regular Air Force, the Air Force Reserve, the Air National Guard, those who are contractually
obligated to comply with Department of the Air Force publications. This publication does not
apply to the United States Space Force (USSF). This publication was developed in collaboration
with the Chief of Air Force Reserve (AF/RE), the Director of the Air National Guard (NGB/CF),
and the Deputy Chief of Staff for Manpower, Personnel, and Services (AF/A1).
This United States Air Force publication may be supplemented at any level; supplements must be
reviewed by the publication office of primary responsibility (OPR) prior to a supplement’s
certification, approval, and implementation. Refer recommended changes and questions about this
publication to the OPR using the AF Form 847, Recommendation for Change of Publication; route
AF Form 847 from the field through the appropriate functional chain of command. Ensure all
records generated as a result of processes prescribed in this publication adhere to Air Force
Instruction 33-322, Records Management and Information Governance Program, and are disposed
in accordance with the Air Force Records Disposition Schedule, which is located in the Air Force
Records Information Management System. The authorities to waive wing/unit level requirements
in this publication are identified with a Tier (“T-0, T-1, T-2, T-3”) number following the
