This AFI is rewritten for clarity and conciseness and in a manner that an average Airman can
understand. It is intended for use only by Airmen who have graduated from special schools and
possess an understanding of flying exercises beyond the basic level. This publication
implements AFPD 16-1, Security Cooperation by providing guidance and procedures for

assistance programs. This publication establishes overarching instruction on the management of
International Participation in major CONUS flying exercises, including RED FLAG-Alaska (RF-
A), RED FLAG-Nellis (RF-N), GREEN FLAG, RED FLAG-RESCUE (RF-R), and MOBILITY
GUARDIAN. This publication does not apply to the Civil Air Patrol (CAP). It applies to Air
Force personnel at all levels who prepare, manage, review, certify, approve, disseminate and/or
assist in routine international participation in USAF-sponsored CONUS flying training exercises,
including the Air Force Reserve and Air National Guard (ANG), except where noted otherwise.
Selected paragraphs of this publication only apply to designated Air Force units. When an
