This instruction implements Air Force Policy Directive (AFPD) 32-70, Environmental
Considerations in Air Force Programs and Activities. Unless otherwise noted, this instruction
applies to all military, civilians and contractors at all levels tasked with environmental
management, including all Regular Air Force, Air Force Reserve and Air National Guard, at Air
Force-controlled enduring locations outside the United States. Unless otherwise specified, it also
applies to operational ranges, contractor-run, and geographically separated unit facilities and
activities as well as tenant organizations at Air Force-controlled enduring locations outside the
United States. This instruction does not apply to contingency locations.
Any organization may supplement this instruction but must coordinate all supplements with
Headquarters, United States Air Force, Directorate of Civil Engineers (AF/A4C) prior to
certification and approval. See also paragraph 3.2.7 for specific consultation requirements before
issuing supplementary environmental compliance criteria. Send comments and suggested
improvements on Air Force Form 847, Recommendation for Change of Publication, through
channels to Headquarters, United States Air Force, Office of the Deputy Chief of Staff/ Logistics,
Engineering and Force Protection, Directorate of Civil Engineers, Asset Management Division,
Environmental Branch (AF/A4CAE) for recommended changes to Chapters 1-4, and to
Headquarters, United States Air Force, Office of the Deputy Chief of Staff/ Logistics, Engineering
and Force Protection, Directorate of Civil Engineers, Strategy and Plans Division, Installation
Planning (AF/A4CPI) for recommended changes to Chapter 5. Major Commands, Field Operating
Agencies and Direct Reporting Units send one copy of each supplement to AF/A4CAE; other
