This Air Force Manual (AFMAN) implements Department of the Air Force Policy Directive
(DAFPD) 99-1, Test and Evaluation. This AFMAN is used in conjunction with DAFPD 10-9,
Lead Command/Lead Agent Designation and Responsibilities for United States Air Force Weapon
Systems, Non-Weapon Systems, and Activities; Air Force Instruction (AFI) 10-601, Operational
Capability Requirements Development and Validation; AFI 63-101_20-101, Integrated Life Cycle

Regular Air Force (USAF), Air Force Reserve Command (AFRC), and Air National Guard (ANG)
Units. This publication does not apply to the United States Space Force. The purpose of this
AFMAN is to establish responsibilities, procedures and processes to forecast, prioritize, allocate,
program, and fund munitions telemetry instrumentation kits (TIK) and flight termination systems
(FTS) required to support live or inert testing. Specific annual forecasting instructions are included
in the Peacetime Conventional Ammunition Requirements (PCAR) instructions provided by the
Global Ammunition Control Point (GACP). AF/TE is the sole waiver authority for policies in this
AFMAN, unless otherwise indicated.
