This directive implements guidance prescribed in Department of Defense Instruction (DoDI)
4140.25, DoD Management Policy for Energy Commodities and Related Services, and Defense
Logistics Agency (DLA) Energy interim policies and procedural guidance. Additionally, this
directive provides policy on managing and storing petroleum products, propellants, chemicals,
pure gases, and cryogenic fluids, quality assurance and quality surveillance and associated
facilities. This directive applies to all military and civilian personnel, including major
commands (MAJCOMs), Air Force Reserve, Air National Guard (ANG), and other individuals
or organizations as required by binding agreement, contract or obligation with the Department of
the Air Force, and Civil Air Patrol who receive, store, transfer, issue, conduct quality
control/quality surveillance, and/or account for energy commodities on U.S. Air Force
installations. Refer recommended changes and questions about this publication to the office of
primary responsibility (OPR) using the AF Form 847, Recommendation for Change of
Publication; route AF Form 847s from the field through the appropriate functional chain of
command. Ensure that all records created as a result of processes prescribed in this publication
are maintained IAW Air Force Manual (AFMAN) 33-363, Management of Records, and
disposed of IAW the Air Force Records Disposition Schedule (RDS) in the Air Force Records
Information Management System (AFRIMS). Defense Logistics Agency (DLA) Energy requires
that Defense Working Capital Fund (DWCF) records be maintained IAW DoDM 4140.25,
Volume 2, DoD Management of Energy Commodities: Records Retention and Forms
Management.
