This publication provides information and guidance for Department of the Air Force (DAF)
Instructional Systems Development (ISD) in support of DAF Policy Directive (DAFPD) 36-26,
Total Force Development and Management and aligns with requirements outlined in Department
of the Air Force Instruction (DAFI) 36-2670, Total Force Development. This publication
provides commanders and managers a brief overview of ISD and acquaints users with the
principles and concepts of ISD, and provides internal guidance on procedures and methods for
applying ISD. This publication applies to all civilian employees and uniformed members of the
Regular Air Force, Space Force, Air Force Reserve, and Air National Guard. This publication
may be supplemented at any level; all supplements must be routed to the office of primary
responsibility (OPR) of this publication for coordination and must be approved by the Human
Resource Management Strategic Board prior to certification and approval in accordance with
DAFPD 36-81, Total Force Human Resource Management (HRM) Governance. Refer
recommended changes and questions about this publication to the Office of Primary
Responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication; route
the AF Form 847 from the field through the appropriate functional chain of command. Ensure
all records generated as a result of processes prescribed in this publication adhere to Air Force
Instruction 33-322, Records Management and Information Governance Program, and are
disposed in accordance with the Air Force Records Disposition Schedule, which is located in the
Air Force Records Information Management System. The use of the name or mark of any
specific manufacturer, commercial product, commodity, or service in this publication does not
