This publication implements Air Force Policy Directive (AFPD) 31-1, Integrated Defense, and
establishes the Department of the Air Force (DAF) Military Working Dog (MWD) Program. This
instruction prescribes responsibilities and procedures for the direction, management, and control
of the DAF MWD Program. It explains how Military Working Dog Teams (MWDTs) are used in
non–combat and combat support missions including area security, law enforcement, and
antiterrorism, to include narcotics and explosive detection. This instruction is applicable to the
entire DAF, including all uniformed members of the Regular Air Force, the United States Space
Force, the Air Force Reserve, the Air National Guard, all DAF civilian employees, and those with
a contractual obligation to abide by the terms of DAF issuances. In addition, this instruction is
mandatory for all government-owned, contractor-operated and contractor-owned, contractor-
operated facilities when required by contractual agreement. The authorities to waive wing/Space
Force equivalent/unit level requirements in this publication are identified with a Tier (“T-0, T-1,
T-2, T-3”) number following the compliance statement. See Department of the Air Force
Instruction (DAFI) 33-360, Publications and Forms Management, for a description of the
authorities associated with the Tier numbers. Submit requests for waivers through the chain of
command to the appropriate Tier waiver approval authority, or alternately, to the requestor’s
commander for non-tiered compliance items. Compliance with the attachment in this instruction
is not mandatory. This instruction requires the collection and or maintenance of information
protected by the Privacy Act of 1974 authorized by Department of Defense Instruction (DoDI)
