SUBJECT: Department of the Air Force Guidance Memorandum to Department of the Air
Force Instruction 32-1020, Planning and Programming Built Infrastructure Projects
By order of the Secretary of the Air Force (SecAF), this Department of the Air Force
(DAF) Guidance Memorandum (DAFGM) immediately implements changes to Department of
Air Force Instruction (DAFI) 32-1020, Planning and Programming Built Infrastructure Projects.
Compliance with this memorandum and its attachments is mandatory. To the extent its direction
is inconsistent with other Department Air Force publications, the information herein prevails in
accordance with DAFI 33-360, Publications and Forms Management.
This memorandum has been updated to reflect how the civil engineer governance
structure applies to special Military Construction programs and funding authorized by Congress
outside the established authorities outlined in DAFI 32-1020. It establishes AF/A4 Deputy Chief
of Staff for Logistics, Engineering & Force Protection as the office authorized to determine and
decide program management questions, including project sequencing, scheduling, and
prioritization, for special Military Construction programs that would normally be decided by the
Air Force corporate structure. It also makes updates to the economic analysis requirement within
a project’s lifecycle, deletes the requirement to accomplish a DD1354 in the programming stage,
establishes requests for equitable adjustment as a funded cost, and updates guidance on reporting
for relocatable facilities.
The use of an asterisk (*) identifies a substantive change over the previous guidance. It
becomes void after one year has elapsed from the date of this memorandum, upon publication of
an interim change to, or rewrite of DAFI 32-1020, whichever is earlier.
