This publication implements Air Force Policy Directive (AFPD) 34-1, Air Force Services, and
provides guidance for operating an effective commercial sponsorship program for morale, welfare
and recreation (MWR) programs at the installation, major command (MAJCOM)/field command
(FLDCOM), and Air Force Services Center (AFSVC). It defines unsolicited and solicited
sponsorships, outlines the procedures for obtaining and implementing them, describes their
limitations and benefits to MWR programs, and establishes approval and reporting procedures.
Additionally, it provides guidance for the purchasing and sale of Nonappropriated Fund (NAF)
advertising. This publication applies to all civilian and uniformed members of the Regular Air
Force, the Air Force Reserve, the Air National Guard, and the United States Space Force (USSF).
In collaboration with the Chief of Air Force Reserve (AF/RE), the Director of the Air National
Guard (NGB/CF), and the Deputy Chief of Space Operations for Human Capital (SF/S1), the
Deputy Chief of Staff for Manpower, Personnel, and Services (AF/A1) develops personnel policy
for the Department of the Air Force (DAF) Commercial Sponsorship and Sale of Advertising
programs. This publication may be supplemented at any level; but all MAJCOM/FLDCOM level
supplements must be approved by the Human Resource Management Strategic Board prior to
certification and approval. Ensure all records generated as a result of processes prescribed in this
publication adhere to Air Force Instruction 33-322, Records Management and Information
Governance Program, and are disposed in accordance with the Air Force Records Disposition
Schedule, which is located in the Air Force Records Information Management System. Refer
recommended changes and questions about this publication to the office of primary responsibility
(OPR) using the DAF Form 847, Recommendation for Change of Publication; route DAF Forms
847 from the field through the appropriate functional chain of command. The authorities to waive
