SUBJECT: Department of the Air Force Guidance Memorandum to Department of the Air
Force Instruction 36-2502, Enlisted Airman Promotion and Demotion Programs
By Order of the Secretary of the Air Force, this Department of the Air Force
Guidance Memorandum (DAFGM) immediately implements changes to Department of the
Air Force Instruction 36-2502, Enlisted Airman Promotion and Demotion Programs. This
guidance memorandum applies to the entire DAF, including all uniformed members of the
Regular Air Force (RegAF), United States Space Force (USSF), Air Force Reserve (AFR)
and Air National Guard (ANG). Compliance with this memorandum is mandatory. To the
extent its directions are inconsistent with other Department of the Air Force publications, the
information herein prevails in accordance with Department of the Air Force Instruction
(DAFI) 90-160, Publications and Forms Management and Department of the Air Force
Manual (DAFMAN) 90-161, Publishing Processes and Procedures.
This memorandum establishes this instruction as a Department of the Air Force
instruction (DAFI); it provides guidance and procedures for implementing United States
Space Force (USSF) Enlisted Promotions and Demotions. In collaboration with the Deputy
Chief of Space Operations for Human Capital (SF/S1), the Chief of the Air Force Reserve
(AF/RE) and the Director of the Air National Guard (NGB/CF), the Air Force Deputy Chief
of Staff for Manpower, Personnel, and Services (AF/A1) develops personnel policy for
enlisted promotion and demotion programs. This publication may be supplemented at any
level; all MAJCOM/FLDCOM-level supplements must be approved by the Human Resource
Management Strategic Board (HSB) prior to certification and approval and approved
supplements must be sent to AF/A1PP, SF/S1P, HQ AFPC/DP3SP and HQ ARPC/PB.
