This instruction implements Department of the Air Force Policy Directive (DAFPD) 36-26, Total
Force Development and Management, and is consistent with Title 10 United States Code (USC)
Section (§) 10305, Air Force Reserve Forces Policy Committee (ARFPC). It provides guidance
on the operating procedures of the Air Reserve Forces Policy Committee and its policy
subcommittees for the Air National Guard (ANG) and the Air Force Reserve (AFR) as delegated
to the Assistant Secretary of the Air Force, Manpower and Reserve Affairs (SAF/MR) in
accordance with Air Force Mission Directive (AFMD) 1, Headquarters Air Force (HAF), and
Headquarters Air Force Mission Directive (HAFMD) 1-24, Assistant Secretary of the Air Force
(Manpower and Reserve Affairs). This publication applies to all uniformed members of the
Regular Air Force, the Air Force Reserve (AFR), the Air National Guard (ANG), the United States
Space Force, all Department of the Air Force (DAF) civilian employees, and those with a
contractual obligation to abide by the terms of DAF issuances. The term “Reserve Components”
applies to both the AFR and ANG throughout this publication. This Department of the Air Force
publication may be supplemented at any level. Refer recommended changes and questions
regarding this publication to the office of primary responsibility using the DAF Form 847,
Recommendation for Change of Publication; route DAF Forms 847 from the field through the
appropriate functional chain of command. Ensure all records generated as a result of processes
prescribed in this publication adhere to Air Force Instruction 33-322, Records Management and
Information Governance Program, and are disposed in accordance with the Air Force Records
Disposition Schedule, which is located in the Air Force Records Information Management System.
