This publication provides new guidance for identification card issuing facilities supported by the
Real-time Automated Personnel Identification System (RAPIDS) and the Defense Enrollment
Eligibility Reporting System (DEERS). Volume 2 supports the ID card issuance lifecycle,
including the administration of ID card benefits and privileges as listed in Air Force Instruction
(AFI) 36-3026, Volume 1, Identification Cards for Members of the Uniformed Services, Their
Eligible Family Members, and Other Eligible Personnel. This inter-service publication
implements Department of Defense Manual (DoDM) 1000.13, Volume 1, DoD Identification
(ID) Cards: ID Card Life-Cycle, and Volume 2, DoD Identification (ID) Cards: Benefits for
