SUBJECT: Department of the Air Force guidance Memorandum to Department of the Air Force
Instruction 38-401, Continuous Process Improvement (CPI)
By Order of the Secretary of the Air Force, this Department of the Air Force Guidance
Memorandum immediately changes Department of the Air Force Instruction 38-401, Continuous
Process Improvement (CPI). Compliance with this Memorandum is mandatory. This publication
is applicable to the entire DAF, including all uniformed members of the Regular Air Force
(RegAF), United States Space Force, Air Force Reserve and Air National Guard, except where
noted otherwise, all DAF civilian employees, and those with a contractual obligation to abide by
the terms of DAF issuances. To the extent its directions are inconsistent with other Air Force
publications, the information herein prevails, in accordance with DAFI 90-160, Publications and
Forms Management.
This Memorandum supports the overarching guidance or policy which drove this change.
Changes on the cover page and in Chapter 1 update waiver authority for non-tiered requirements
and SAF/MGB inbox details for waiver submission. Requirements for CPI training targets in
Chapter 2 are changed from T-1 to T-0 waiver authority. Additionally, this Memorandum
supports administrative changes related to the establishment of the United States Space Force
and the re-branding of the CPI enterprise to Continuous Improvement and Innovation (CI
2
).
This Memorandum becomes void after one year has elapsed from the date of this
Memorandum, or upon incorporation by interim change to, or rewrite of Department of the Air
Force Instruction 38-401, Continuous Process Improvement (CPI), whichever is earlier.
