SUBJECT: Department of the Air Force Guidance Memorandum (DAFGM) to Department of
the Air Force Instruction (DAFI) 51-207, Victim and Witness Rights and
Procedures
By Order of the Secretary of the Air Force, this DAFGM immediately implements
changes to DAFI 51-207, Victim and Witness Rights and Procedures. Compliance with this
Memorandum is mandatory. To the extent its directions are inconsistent with other Department
of the Air Force publications, the information herein prevails, in accordance with DAFI 90-160,
Publications and Forms Management.
This DAFGM implements updated DAF policy regarding Victim and Witness Assistance
Program (VWAP) responsibilities at traditional (standalone) Air Reserve Bases (ARBs) without
a Special Court-Martial Convening Authority (SPCMCA). VWAP responsibilities for ARBs
without SPCMCAs should generally follow court-martial convening authority guidance for Air
Force Reserve members, which means Local Responsible Office (LRO) and VWAP
responsibilities are assigned to the nearest Regular Air Force (RegAF) or Space Force
installation LRO and VWAP. The purpose of this policy change is to ensure VWAP services are
consistently and readily available to victims and witnesses for cases arising out of ARBs not
staffed by full-time VWAP personnel.
This Memorandum becomes void after one year has elapsed from the date of publication,
or upon incorporation by interim change to, or rewrite of, DAFI 51-207, whichever is earlier.
