This manual implements Air Force Policy Directive (AFPD) 13-1, Command and Control
Enterprise (C2 Enterprise) and is consistent with DAFPD 10-2, Readiness; DAFPD 10-9, Lead
Command Designation and Responsibilities for Weapon Systems; and DAFPD 10-21, Rapid
Global Mobility. This publication applies to all civilian employees and uniformed members of
Regular Air Force, the Air Force Reserve, the Air National Guard, and those who are
contractually obligated to comply with Department of the Air Force publications. This
publication does not apply to the United States Space Force. This manual is applicable to the
Memorandum of Agreement between the United States Army and the United States Air Force
(USAF) for Army/Air Force Liaison Support, and the Memorandum of Understanding for
Exchange of Liaison Officers between the Commander, United States Transportation Command
(USTRANSCOM) and the Commandant, United States Marine Corps. It describes the mission
policies and procedures for AMLOs preparing for and executing full-spectrum, all-domain
operations, across the range of military operation (ROMO). This publication is subject to the
requirements of Department of Defense Instruction (DoDI) 54001.11, DoD Privacy and Civil
Liberties Programs. This manual requires the collection and or maintenance of information
protected by the Privacy Act of 1974 authorized by 10 United States Code (USC) Section 8013,
Secretary of the Air Force; Executive Order 9397, Numbering System for Federal Accounts
Relating to Individual Persons; and DoDI 4500.36, Acquisition, Management, and Use of Non-
Tactical Vehicles (NTVs). The applicable System of Records Notices F036 AF PC C, Military
