This manual implements Air Force Policy Directive (AFPD) 44-1, Medical Operations. It
describes the procedures for establishing Air Force Medical Service training affiliation agreements
(TAA). It applies to all Air Force units and uniformed members and employees in the Regular Air
Force, Air Force Reserves, and Air National Guard with one exception: it does not apply to the
Air Force Institute of Technology (AFIT). This instruction interfaces with Title 28, U.S.C.,
Section 2679, and Air Force Instruction (AFI) 51-302, Medical Law. The authorities to waive
wing/unit level requirements in this publication are identified with a Tier (“T-0, T-1, T-2, T-3”)
number following the compliance statement. This manual requires the collection and/or
maintenance of information protected by Title 5 United States Code Section 552a, Privacy Act of
1974, authorized by 10 U.S.C. 55, Medical and Dental Care, and E.O. 9397 (SSN). The applicable
SORNs F044 AF SG D, Automated Medical/Dental Record System (August 29, 2003, 68 FR

requests for waivers through the chain of command to the appropriate Tier waiver approval
authority, or alternately, to the Publication Office of Primary Responsibility (OPR) for non-tiered
