Purpose: This issuance is composed of several volumes, each containing its own purpose. In
accordance with the authority in DoD Directive (DoDD) 5134.12 and the June 26, 2020, Under
Secretary of Defense for Acquisition and Sustainment memorandum:
• This manual:
o Implements policy, assigns responsibilities, and provides procedures for DoD materiel managers
and DoD personnel who work with the DoD supply system consistent with DoD Instruction
(DoDI) 4140.01.
o Establishes standard terminology for use in DoD supply chain materiel management.
• This volume:
o Provides procedures for the Federal Catalog System (FCS), the Defense Logistics Management
Standards (DLMS), and the Uniform Materiel Movement and Issue Priority System (UMMIPS).
o Establishes the Federal Catalog Committee (FCC) and cancels all previous FCC charters.
