Purpose: This issuance:
• Establishes policy, assigns responsibilities, and prescribes procedures for a DoD Executive Agent
(EA) and Single Manager (SM) for Military Ground-Based Counter Radio-Controlled Improvised
Explosive Device Electromagnetic Warfare (CREW) Technology.
• Designates the Secretary of the Army as the DoD EA for CREW in accordance with DoD
Directive (DoDD) 5101.01.
• Establishes a Joint CREW Executive Program Board (JCEPB), a CREW Military Technical
Acceptance Board (MTAB), and a CREW Science and Technology (S&T) Board to assist in the
execution of these assigned responsibilities.
