1. REISSUANCE AND PURPOSE
This Directive reissues reference (a) to establish policy and assign responsibilities under
references (b) and (c) for:
1.1. Sustainable use and management of operational ranges located within the United
States.
1.2. The protection of DoD personnel and the public from explosive hazards on operational
ranges located within the United States.
2. APPLICABILITY AND SCOPE
This Directive applies to:
2.1. The Office of the Secretary of Defense, the Military Departments, the Chairman of the
Joint Chiefs of Staff and the Joint Staff; the Combatant Commands, the Office of the Inspector
General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all
