Purpose: This issuance:
• Establishes the mission, organization and management, responsibilities and functions, relationships,
and authorities of the DPAA.
• Designates the DPAA as a Defense Agency under the authority, direction, and control of the Under
Secretary of Defense for Policy (USD(P)), and consolidates the Defense Prisoner of War/Missing
Personnel Office, which was a DoD Field Activity; the Joint Prisoner of War/Missing in Action
Accounting Command; and select functions of the Life Sciences Equipment Laboratory.
• Implements Sections 1501-1513 of Title 10, United States Code (U.S.C.), which require the
Secretary of Defense to designate a single organization within the Department for DoD matters relating
to the system for accounting for missing persons.
