1. PURPOSE
. Pursuant to the authority vested in the Secretary of Defense under Reference (a)
and the Delegation of Authority under Reference (b), this Directive reissues Reference (c) to
update the responsibilities and functions, relationships, and authorities of the ASD(ISA), as
prescribed herein.
2. APPLICABILITY
. This Directive applies to the OSD, the Military Departments, the Office
of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the
Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD
Field Activities, and all other organizational entities within the Department of Defense (hereafter
referred to collectively as the “DoD Components”).
3. RESPONSIBILITIES AND FUNCTIONS
. The ASD(ISA) is the principal advisor to the
Under Secretary of Defense for Policy (USD(P)) and the Secretary of Defense on international
security strategy and policy on issues of DoD interest that relate to the nations and international
organizations of Europe (including the North Atlantic Treaty Organization (NATO) and Russia),
the Middle East, and Africa, their governments and defense establishments; and for oversight of
security cooperation programs, including Foreign Military Sales in these regions. The regions
and countries of focus for the ASD(ISA) are identified in the enclosure. In this capacity, the
