1. PURPOSE1. PURPOSE
. This Directive:
a. Reissues Reference (a) to update the responsibilities and functions, relationships, and
authorities of the Director of Net Assessment under the authority vested in the Secretary of
Defense by section 113 of Reference (b).
b. Authorizes the Director of Net Assessment, as a Principal Staff Assistant (PSA) reporting
directly to the Secretary of Defense, to promulgate DoD policy in DoD Instructions (DoDIs)
within the responsibilities, functions, and authorities assigned herein.
2. APPLICABILITY. This Directive applies to OSD, the Military Departments, the Office of
the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the
Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD
Field Activities, and all other organizational entities within the Department of Defense (hereafter
referred to collectively as the “DoD Components”).
3. DEFINITIONS. For the purposes of this Directive, the term “net assessment” is defined as
the comparative analysis of military, technological, political, economic, and other factors
governing the relative military capability of nations. Its purpose is to identify problems and
opportunities that deserve the attention of senior defense officials.
