SUBJECT: Director of Operational Test and Evaluation (DOT&E)

1. PURPOSE. This Directive:
a. Reissues DoD Directive (DoDD) 5141.2 (Reference (a)) to update the responsibilities
and functions, relationships, and authorities of the DOT&E under the authority vested in the
Secretary of Defense by sections 113 and 139 of title 10, United States Code (Reference (b)).
b. Authorizes the DOT&E, as a Principal Staff Assistant (PSA) reporting directly to the
Secretary of Defense, to promulgate DoD policy in DoD Instructions (DoDIs) within the
responsibilities, functions, and authorities assigned herein.
2. APPLICABILITY. This Directive applies to OSD, the Military Departments, the Office of
the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the
Office of the Inspector General of the Department of Defense (IG DoD), the Defense Agencies,
the DoD Field Activities, and all other organizational entities in the Department of Defense
(hereafter referred to collectively as the “DoD Components”).
3. DEFINITIONS. See Glossary.
4. RESPONSIBILITIES AND FUNCTIONS
. The DOT&E is the PSA and advisor to the
Secretary and Deputy Secretary of Defense for the responsibilities and functions described
herein. The DOT&E shall:
a. Perform the duties prescribed in, and as limited by, sections 139 and 2399 of Reference
(b).
b. Prescribe policies and procedures for the conduct of live fire test and evaluation
(LFT&E).
