SUBJECT: Department of Defense Readiness Reporting System (DRRS)
References: See Enclosure 1
1. PURPOSE. This directive reissues DoD Directive 7730.65 (Reference (a)) to establish policy
and assign responsibilities for the DRRS in accordance with section 117 of Title 10, United
States Code (Reference (b)).
2. APPLICABILITY
a. This directive applies to OSD, the Military Departments, the Office of the Chairman of
the Joint Chiefs of Staff (CJCS) and the Joint Staff, the Combatant Commands (CCMDs), the
Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD
Field Activities, and all other organizational entities within the DoD (referred to collectively in
this directive as the “DoD Components”).
b. Nothing in this directive limits or otherwise affects the authority, direction, and control of
the Secretary of Defense over the DoD or the oversight responsibilities of the OSD in relation to
the Defense Agencies and DoD Field Activities or the authority and responsibilities of the CJCS,
as established in Reference (b).
3. POLICY. It is DoD policy that:
a. The DRRS provides a means to manage and report the readiness of the DoD and its
subordinate Components to execute the National Military Strategy (NMS) (Reference (c))
consistent with DoD priorities and planning direction provided in the Secretary of Defense
Memorandum (Reference (d)), Unified Command Plan (Reference (e)), and CJCS Instruction
3110.01H (Reference (f)).
b. The DRRS Executive Committee oversees the management of the DRRS in accordance
with the Deputy Assistant Secretary of Defense for Readiness Memorandum (Reference (g)).
