SUBJECT: Revitalizing Base Closure Communities and Community Assistance - Community
Redevelopment and Homeless Assistance
References: See Enclosure
1. PURPOSE. This instruction:
a. Reissues DoD Instruction 4165.68 (Reference (a)) in accordance with the authority in
DoD Directive 5134.01 (Reference (b)) to establish policy and assign responsibilities for
implementing the community-based process that addresses the needs of the homeless at base
closure and realignment sites pursuant to Public Law 103-421 (Reference (c)).
b. Provides procedures for identifying interest from State and local entities for property
under a public benefit transfer.
c. Gives guidance to the Military Departments pursuant to the laws and regulations cited in
Reference (c) and Public Laws 101-510 and 100-526 (References (d) and (e)).
2. APPLICABILITY
a. This instruction applies to:
(1) The Office of the Secretary of Defense, the Military Departments, the Chairman of
the Joint Chiefs of Staff, the Combatant Commands, the Defense Agencies, and the DoD Field
Activities (referred to in this instruction as “the DoD Components”).
(2) All installations that are approved for closure or realignment by the President and
Congress pursuant to Reference (d) after October 25, 1994.
b. The Local Redevelopment Authority is responsible for identifying interest from homeless
providers and State and local entities interested in property under a public benefit transfer.
Requirements of the Local Redevelopment Authority, the general public, and the Department of
Housing and Urban Development are stated in Part 176 of Title 32, Code of Federal Regulations
(Reference (f)).
