SUBJECT: Regional Environmental Coordination

1. PURPOSE. This Instruction:
a. Reissues and renames Reference (a).
b. Implements policy, assigns responsibilities, and prescribes procedures under
Reference (b) for the establishment and operation of a program for regional environmental
coordination within the Department of Defense in accordance with the authority in Reference
(c).
c. Establishes a framework for DoD Regional Environmental Coordinators (DoD RECs)
and Component RECs within the United States.
2. APPLICABILITY. This Instruction:
a. Applies to OSD, the Military Departments, the Office of the Chairman of the Joint
Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector
General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all
other organizational entities within the Department of Defense (hereafter referred to
collectively as the “DoD Components”).
b. Does not apply to safety and occupational health matters or to the civil works function
of the Department of the Army.
