Purpose: This issuance, in accordance with the authority in the November 30, 2006, Deputy Secretary
of Defense Memorandum
and DoD Directive 5111.1, establishes policy, assigns responsibilities, and
provides guidelines for conducting the SPP and for using funds appropriated to the DoD to pay the costs
of authorized SPP activities, pursuant to Section 1205 of Public Law (P.L.) 113-66, as amended.
