SUBJECT: Defense Courier Operations (DCO)
References: See Enclosure 1
1. PURPOSE. This Instruction:
a. Reissues DoD Instruction (DoDI) 5200.33 (Reference (a)) in accordance with the
authority in DoD Directive (DoDD) 5143.01 (Reference (b)) to establish policy, assign
responsibilities, and prescribe procedures associated with DCO.
b. Assigns the DCO mission to the Commander, United States Transportation Command
(CDRUSTRANSCOM).
c. Incorporates and cancels DoD 5200.33-R (Reference (c)).
2. APPLICABILITY. This Instruction applies to:
a. OSD, the Military Departments, the Chairman of the Joint Chiefs of Staff (CJCS), the
Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of
Defense, the Defense Agencies, the DoD Field Activities, and all the other organizational entities
in the DoD (hereinafter referred to collectively as the “DoD Components”).
b. The non-DoD agencies and activities of the U.S. Government, foreign governments, and
the North Atlantic Treaty Organization (NATO) that are seeking to use United States
Transportation Command (USTRANSCOM) defense courier services.
c. U.S. Government contractors authorized to use USTRANSCOM defense courier services
through incorporation of appropriate provisions in their contracts.
